AUCTION NOTICE
Subject: DISPOSAL OF OLD CROP WHEAT STOCKS Government of Sindh has decided to Auction all old wheat stocks lying in different Districts since 2008-09. The following schedule has been fixed for auction of old Crops wheat stocks through open bids/open auctions:-

The terms and conditions would be as under: 1) The old crop stocks will be disposed of on "as it is and where it is" basis. The wheat is lying at different godowns / Locations in the respective Districts. 2) The old crops stocks are required to be lifted most urgent basis. Successful Bidders have to lift the stocks within 30 days (auction committee can extend beyond 30-days) at their expense after the sale agreement executed with the successful bidder. Bidders will quote rate for purchase of stocks in Pak currency per Kg includ-ing bags ex godownilocation. Loading / weighment and all other charges wilt be borne by the purchaser. Each bid must be accompanied by earnest money equivalent to 5% of the quoted price in the shape of pay order / DD in favour of District Food Controller concerned. The amount of earnest money may be adjusted / con-verted as security deposit of the successful bidder at the request. The suc-cessful bidder shall provide Performance Guarantee from a schedule bank, for amount equivalent to 10% in shape of pay order of the offered price in addition to bid security. Bidders are required to quote rate and price (in figures and words) for the entire quantity of the District as one lot for each centre. Successful bidder can take entire stock of 2008 and onwards put into auc-tion of the District. 7) Stocks of the disposable wheat can be inspected / examined by the prospec-tive bidders on any working day during office hours at the destination men-tioned above. Food Department does not and will not accept or entertain responsibility or liability against any claim with regard to the quality quantity or condition of
the stocks of wheat being disposed of through this Notice. 9) Quotations will be valid for 30 days OR extended by the Auction Committee. 10) Competent authority reserves the right to reject or accept quotation in full or part without assigning any reason and / or reduce or enhance any quantities at any stage of disposable wheat. Flour Millers / Chakki holders are not allowed to participate in the auction proceeding. 11) Tenders / bidders / Firms must observe the following terms and conditions.
(I)
In case the bidder falls to lift total quantity within thirty days OR extend-ed by the Auction Committee, the security deposit & Performance Guarantee shall automatically stand forfeited with the Food Department Government of Sindh without any notice OR date is extended by the Auction Committee.
(ii) The Bidder is required to pay income tax / other taxes as per provisions of income tax rules / ordinance / SROs etc. (iii) The quantity can be increased or decreased to any extent as may be considered deemed appropriate by the Auction Committee without assigning any reason as per relevant laws. (iv) The successful bidders require to submit undertaking that the auc-tioned old Crop wheat stocks shall not be used for human consumption and specifically be used for animal and fodder purpose only. If the Department comes to knowledge that the auctioned stocks are sold to Flour Mills / Chakkies, the license of said Flour Mills / Chakkies will be cancelled and other action under relevant laws.
